Thunderstorms in the area contain the potential for heavy rain that could cause flooding of small streams and in other low-lying areas. Hudson County drivers should proceed with caution through this afternoon based on a flash flood warning issued by the National Weather Service. "Heavy storms are possible, with any intense rainfall of greater than 0.8 inch per hour causing flash flooding in low-lying areas," the City of Hoboken wrote in a Nixle alert this morning. The National Weather Service issued a flash flood warning through 7 p.m. For towns extending from East Rutherford, Hasbrouck Heights and Hackensack north to Oradell and east to Cliffside Park and Fort Lee.
The remnants of Hurricane Ida are expected to hit Hudson County and New Jersey on Wednesday, bringing heavy rain, flash flooding, and the chance of an isolated tornado in the Tri-State area. Excessive runoff from heavy rainfall will cause flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other drainage areas and low lying spots. The DEP told the Staten Island Advance/SiLive.com that catch basins and storm sewer connections were cleaned Tuesday and are continuing. The DEP will also have a pump on standby throughout the flash flood warning. The pump will be there as long as the flash flood warning is in effect and a portion of the road may be closed off, if necessary. Police in New Jersey said there were multiple reports of trapped motorists who need to be rescued as a flash flood warning was issued in Bergen and Hudson counties as well as New York City and Westchester.
Wednesday night was the first time the National Weather Service issued a flash flood emergency for New York City, where officials said the storm was responsible for at least 13 deaths. As the storm continued into Connecticut, flash flooding could be seen on Elm Street in West Haven while several cars seem to be have trouble on the roads, WVIT reporter Matt Austin tweeted. He wrote that West Haven police had put cones to block roads but flowing flood waters could be seen taking the cones away. Between then and 9pm, the warnings were for flash flood warnings, which are routine amber alerts often blasted across the city when there is heavy rain. The remnants of Hurricane Ida drenched streets and basements across the Northeast with heavy rain and historic flooding Wednesday night and into Thursday morning as the once Category 4 storm moved through the area. Ida wreaked havoc on virtually all of New Jersey Wednesday, with flash flood, hazardous weather and tornado watches and warnings spread throughout the state. The National Weather Service also confirmed multiple tornados touched down in central and southern New Jersey.
Passaic Mayor Hector C. Lora told NJ.com one person in his community had died in connection with the storm. Trenton officials were urging residents to evacuate as the nearby Delaware River continued to rise, NJ.com also reported. A picture taken in Waltham, Massachusetts, shows eight buses in a parking lot underwater. A flash flood warning had been in effect for the area west of Boston until 9.a.m. On 15 July days an inch or more of rain fell somewhere in NJ. This included eight days with greater than 2" in spots and four days where a few locations exceeded 4".
This was 2.33" above average and ranks as the 14th wettest July since 1895. It was the wettest July since 2004, and the 4th wettest in the past 41 years. The northern half of the state (Mercer/Somerset/Union northward) averaged 7.27" (+2.49", 14th wettest), while the southern region averaged 6.77" (+2.38", 12th wettest). This all came in a month where the northern half of the state remained classified as being in moderate drought on the US Drought Monitor, with about half of south Jersey considered abnormally dry . Also, on July 26th the NJ Department of Environmental Protection placed the northern half of the state in a drought watch.
These actions were the result of notable rainfall deficits dating back to the early spring, with the warmth of the month exasperating low soil moisture, stream flow, ground water, and reservoir conditions. Clearly, the late-month heavy rainfall in a good portion of the state warrants a re-evaluation of drought status as NJ heads into August. As previously reported by the Advance, DEP officials recently agreed to address flooding on side roads near the Staten Island Expressway. Residents have said a sound barrier wall built along South Gannon Avenue several years ago is the root of the problem.

The statewide average temperature of 75.5° was 0.9° above average. There have been nine warmer Julys since 2002, including last year at 77.1° .
This was 1.53" above the 1981–2010 average and ranked as the 32nd wettest since 1895. It was the wettest August since the record wettest month in 2011. As is often seen in the summer, the majority of the precipitation fell in scattered showers and thunderstorms.
This resulted in a wide range of monthly totals around the state, with some serious flash flooding occurring in several locations when moisture ladened storms parked themselves over an area for multiple hours. Where storms missed time and time again, rainfall totals were below average. The northern NJ climate division saw their 10th wettest August on record, with an average of 8.28" falling.
This was 0.35" below normal and ranks as the 52nd driest of the past 125 Augusts. As expected during a summer month that is dominated by hit and miss showers, rainfall totals varied quite a bit, even on a local scale. The driest location in the state was Lambertville in Hunterdon County where 1.48" fell, while the wettest was Lebanon, also in Hunterdon County, with 7.99".
When and where the storms struck, they were, at times, intense. This included small tornadoes and more widespread strong winds, dangerous lightning, and flash flooding. At the moment, forecast models show Ida's remnants to soak New Jersey in the Wednesday-Thursday time frame. More specifically, the heaviest rain and nastiest weather is expected late Wednesday night through Thursday morning.

The Major Deegan Expressway in the Bronx borough of the city resembled a movie scene, CBS New York reported. 'We're enduring an historic weather event tonight with record breaking rain across the city, brutal flooding and dangerous conditions on our roads,' NYC mayor Bill de Blasio tweeted. There were "at least six swift-water rescues amid reports of widespread flash flooding in Frederick County, Maryland, where up to seven inches of rain fell in many parts, the Washington Post notes. A flash flood watch remained in effect until Thursday afternoon. A flash flood watch is in effect for Hudson County and the surrounding area. Ida expected to bring heavy rain and flooding to Hudson County Storm is projected to hit the Tri-State area on Wednesday. The updated stream gage inventory was completed by support contractors and coordinated with the U.S. Geological Survey Water Science Centers in Delaware/Maryland, New Jersey, New York, and Pennsylvania.
The July 2007 Delaware River Basin Interstate Flood Mitigation Task Force Report identified recommendations for a proactive, sustainable and systematic approach to flood damage reduction. This report was commissioned at the request of the four basin governors; as funds are allocated, the recommendations contained in the agenda will be systematically implemented. One of the six priority management areas identified by the Task Force was enhancing the basin's current flood warning system. Bayonne was hit so hard today that officials advised residents to stay indoors, NJ.com reported.

Two hours ago, the Bayonne Emergency Management Facebook page asked residents to stay home and not drive into flooded areas. The Metropolitan Transportation Authority, which runs buses, trains and subways in the New York area, said service was largely suspended as of early Thursday morning due to heavy rainfall and flooding across the region. The Mullica Hill tornado spanned as wide as 400 yards, per the NWS, and stretched for 12.6 miles over a span of 20 minutes. It caused mostly tree damage before it hit Mullica Hill, where it then destroyed roofs, demolished walls and tossed cars. NWS said in its report that at least one home was completely destroyed. Dozens of abandoned vehicles were partially submerged on the expressway that was overwhelmed by flash flooding.
Crews were in the process of draining the expressway and towing the cars. Westchester County Executive George Latimer said one person died Wednesday night after being caught in a flash flood and getting out of their car. That person's spouse, who was with them at the time, is now missing, Latimer said. It is always comforting to enter the water demand season, namely summer, with a bit of a hydrological cushion. Such is the case this year across NJ, thanks to ample rain and some late-season snow in recent months.
This timely precipitation has eliminated drought concerns that stemmed from drier-than-normal intervals during 2016. Aside from two reservoirs in west central NJ remaining below average, at the moment all other hydrological signs are positive. However, no one should let their guard down and fail to appreciate the finite nature of our fresh water resources, and how quickly a period of abundance can lapse again into drought. Five people in the building died last night in floods including a 72-year-old woman, her 71-year-old husband, the couple's 38-year-old son and a 33-year-old woman who was described as a neighbor. A fifth person was also found dead in another Oakwood Plaza apartment, however details about that person were not immediately available. Heavy rains, gale force winds, and thunderstorms are expected. There is a potential for flash floods in the Tri-State area. The Bayonne Department of Public Works has posted barricades in places with a history of flooding.

First taking a look at May, New Jersey experienced its 9th wettest on record, with observations extending back to 1895. The statewide average rainfall of 6.62" was 2.63" above the 1981–2010 average and the wettest May since 1990. Frequent clouds and rain resulted in many chilly days, however, a mid-month heat wave was impactful enough such that the average statewide temperature of 59.8° was only 0.7° below the 1981–2010 average.
